“The President has taken a giant step forward with these executive orders to close Guantanamo and establish a single, clear standard across the government for interrogations. Early on in his administration, he’s made it crystal clear where we’re going, and crystal clear what’s going to be done.

We’re going to hold our legislation for a time, to let the Executive Branch implement these executive orders and for the review teams established in the orders start their work.  I intend to work with the President and the Intelligence Committee to see what changes in law are needed, and what in the orders should be codified through an act of Congress. 

But the important thing in my view is that the process to close Guantanamo has finally begun, that there is today a single standard for interrogations across the government, and that U.S. practice is now consistent with our nation’s values, laws, and international obligations.”
