FY 2011 APPROPRIATIONS REQUESTS


Project Title: Cleanup of Almaden Air Force Station, Mt. Umunhum
Amount Requested: $3,000,000
Location: Los Altos, CA

Funds will be used by the Midpeninsula Regional Open Space District to clean up toxic contaminants at the former Almaden Air Force Station.  Clean up activity at the site has stalled and the remaining toxic materials, including petroleum products, solvents, asbestos and lead-based paint, remain at the site.  This is a valuable use of taxpayer funding because environmental remediation must be completed before the site can be opened for public use.


Project Title: Edwards Air Force Base Rocket Test Stand Improvements
Amount Requested: $3,000,000
Location: Edwards AFB, CA

The Air Force Research Laboratory (AFRL) has been modifying Test Stand 2-A at the AFRL Edwards site over the last several years.  The test stand modifications are required for AFRL to test advanced technology turbo pumps, combustion devices, and rocket engines.  The funding will benefit the Air Force Research Laboratory Propulsion Directorate at Edwards Air Force Base.  This is a valuable use of taxpayer funding because the improvements are needed to ensure accurate data collection during rocket engine testing.


Project Title: Fleet Industrial Supply Center Infrastructure Improvements
Amount Requested: $1,000,000
Location: Alameda, CA

Funding benefits the Alameda Reuse and Redevelopment Authority and would be used for environmental remediation and demolition of existing buildings from the former NAS Alameda.  When the Navy closed the site, existing facilities were left in place.  Funding would help remediate the area to accommodate a mixed-use reuse plan.  This is a valuable use of taxpayer funding because environmental cleanup would facilitate local economic development.


Project Title: Mine Resistant Ambush Protected Vehicle Virtual Trainer (MRAP-VVT)
Amount Requested: $4,000,000
Location: Camp Roberts, CA

Funding will allow the California National Guard to improve training to drive and operate cranes and mobile arms of the MRAP-VVT Army combat vehicle.  More soldiers have been killed by IEDs than any other weapon in Iraq and Afghanistan.  This is a valuable use of taxpayer funding because the trainer allows soldiers to gain the skills and experience necessary to operate MRAP-VVTs safely during deployments.  This is a fielded system currently used by other National Guard and Army units. 


Project Title: Nimitz Marine Facility Improvements
Amount Requested: $3,000,000
Location: Point Loma, CA

The Scripps Institution of Oceanography is currently undertaking comprehensive structural upgrades to pier and wharf facilities at the Nimitz Marine Facility (MarFac).  Funding will support additional upgrades to improve support for existing and anticipated research programs involving Navy ships, at a reduced overall cost.  This is a valuable use of taxpayer funding because the improvements support the Navy’s and Scripps Institution’s efforts in marine research.

Project Title: Advanced Hybrid Drive System for Surface Combatants
Amount Requested: $8,000,000
Location: Los Angeles, CA

Funding was requested by L-3 Power Paragon in Anaheim, California and Northrop Grumman in Los Angeles, California to continue development of advanced propulsion technologies to enhance fuel economy, lower acquisition costs, and reduce weight on United States Navy ships.  The program would continue the development of Integrated Power System and Hybrid Electric Drive technologies for surface ship and submarine propulsion.


Project Title: Blood Safety and Decontamination Technology
Amount Requested: $3,000,000
Location: Concord, CA

In partnership with the Army’s Telemedicine and Advanced Technology Research Center (TATRC), the recipient would continue development of a system to inactivate infections in donated blood, improving the safety of the military blood supply.  Fiscal year 2010 funds will be used to develop a prototype that can be evaluated for operational use with the military blood supply system.  Funding was requested by Cerus Corporation.


Project Title: Camouflage Direction-finding Antennas Program
Amount Requested: $3,500,000
Location: San Diego, CA

In partnership with the U.S. Special Operations Command, QUASAR Federal Systems would complete the development of a system that will allow Special Operations Forces to identify radio signals and other transmissions that indicate the presence of ground enemy forces.


Project Title: Counter-Threat Finance - Global
Amount Requested: $1,500,000
Location: San Francisco, CA

Funding would allow Revere Data to continue efforts to use available financial data to investigate financial relationships in threat regions where U.S. and coalition forces operate. The program would allow the US government to conduct further analysis on key networks, personnel, financial performance, and sources of capital and investment in those regions.


Project Title: DaVinci Program for Counter Threat Finance Intelligence
Amount Requested: $2,000,000
Location: San Diego, CA

Funding would be used to extend the Under Secretary of Defense for Intelligence’s DaVinci Program for Counter Threat Finance Intelligence, which is a series of analytical tools to identify, exploit and disrupt the financial infrastructures enemy organizations like terrorist groups and drug cartels. Funding was requested by Semantic Research.


Project Title: Locally-Delivered Treatments for Noise Induced Hearing Loss and Tinnitus
Amount Requested: $2,000,000
Location: San Diego, CA

A significant percentage of service members with tours in Iraq and Afghanistan suffered noise induced hearing loss (NIHL), tinnitus (ringing of the ears) and other hearing disorders.  Funding would be used to allow Otonomy, Inc. to collaborate with the US Army Medical Research and Materiel Command on a clinical trial to confirm the benefits of a corticosteroid treatment system in US military personnel with tinnitus and other hearing disorders.


Project Title: National Guard F-15C AESA Radar Upgrade
Amount Requested: $46,800,000
Location: Los Angeles, CA

The Air National Guard requires a radar upgrade for its F-15Cs, which are currently equipped with mechanically scanned array radars. The F-15C AESA Radar Upgrade program upgrades the radar to an Active Electronically Scanned Array (AESA) configuration, bringing greater reliability and improved capability to the National Guard’s fleet of F-15Cs for the homeland defense mission.


Project Title: Ocular Wound Treatment
Amount Requested: $2,500,000
Location: San Diego, CA

Heavy use of IEDs and explosive munitions in Afghanistan have caused heavy direct eye trauma to service members on the ground. Funding would support safety and clinical efficacy data collection during a Food and Drug Administration Phase 2 study for a treatment developed by CoDa Therapeutics that has restored sight to patients under compassionate use exemptions when blindness was imminent.


Project Title: Vibration Management Enhancement Program
Amount Requested: $4,000,000
Location: Poway, CA

Funding would allow Honeywell International to take current vibration management technologies fielded by the military and apply them to the United States Army’s M1 Abrams Tank.  The fielded system would reduce maintenance costs and allow maintainers to monitor and correct mechanical issues before a tank breaks down.

Project Title: Mobile Landing Platform (MLP) Shipbuilding Program
Amount Requested: $100,000,000

The President’s budget contained $380 million for construction of the United States Navy’s first programmed Mobile Landing Platform.  An additional $100 million for MLP in FY2011 would fund long lead material for the program's second and third ships sooner, and provide the Department the opportunity to accelerate delivery of the ships at lower total program costs. Additionally, procuring long lead material for the second and third of three planned MLP ships in FY2011 will help sustain skilled workforce and avoid substantial workforce disruption at the General Dynamics NASSCO shipyard in San Diego.  This request would provide funding to the contractor earlier, it would not add additional funding to the existing program of record.
